PGSA was founded in 1998 to provide fast pitch softball opportunities to girls living in Portsmouth and the surrounding communities.  The League continues to grow and expand offering more availability for more girls to compete and learn the game of softball.  PGSA is a not for profit association solely operated by volunteers.  The organizational structure is formed in three parts, Executive committee, Board of directors and General membership.

 

Executive Committee:

The executive committee is an elected body serving one or two year terms.  The structure of leadership is formed in the following manner, President, Vice President of Operations, Vice President of Logistics, Treasurer, Secretary, and Umpire in Chief.  With the exception of the Umpire in Chief the positions are elected at the August general association meeting on alternating years.  The President, Vice President of Logistics and the Treasurer are elected in the even years and the Vice President of Operations, and Secretary are elected in the Odd years.  The Umpire in Chief is elected annually.  These six positions conduct meetings as needed to operate the Association with the best interest of its members.  All day to day operations and operating decisions are made by the Executive Committee.

 

Board of Directors (BOD):

The Board of Directors are the remaining members of the decision making process and include the Executive Committee members.  The remaining members of the BOD are written in detail in Section 300, specifically section 300-10 and forward.  All House rules and season specific details are confirmed and solidified by the BOD.  The BOD is responsible for all fund raising, tournaments and league operations throughout the specific seasons PGSA is playing ball.

 

General Membership:

All families registered and playing fast pitch softball in PGSA are entitled to one vote on any agenda item requiring a vote, most importantly the Annual review of the By-Laws and the Election of the Executive Committee.  Every member family should strive to participate in the monthly association meetings as ultimately it is the issues raised and the desires of the members that BOD must work to appease.  Every voting member has the availability to raise any concerns publicly to the association or privately to the Executive Committee.  Member Voices help to guide and strengthen the Association and maintain successful operations for many years into the future.

 

Standing Committees:

Communications

The Communication Committee is responsible for disseminating all League information to all members in what ever Media Form is available. This committee reports to the Vice President of Operations. Primarily this committee assists as needed to create transparency of PGSA openly communicating all happenings to the general public and all members of PGSA, fostering strong Media relations in and around Portsmouth and surrounding Communities.


Budget and Finance

The Finance Committee is responsible for handling all the fiduciary needs of PGSA.  All efforts of budgeting, auditing, fundraising, securing sponsorships and any and all other means to continue solvency are handled by this committee.  This committee reports to the Treasurer and assist as directed.


Facilities & Fields

The Facilities and Fields Committee is responsible for all field related and structure related needs.  This Committee schedules field work days as needed, hosts field prep clinics so all teams are prepping the fields the same, maintains all PGSA fields to a safe playable condition, maintains all PGSA scoreboards to working and useable condition, prepares annual budget for finance committee, establishes long term, mid term, and short term goals with capital improvement agenda.

 

Protest & Disciplinary Committee (P&D)

The P&D is responsible for all disciplinary issues, disputable calls, and unsportsmanlike conduct.  (Parental, player, spectator, coach, or bystander) This committee reports to the President and or the Umpire in Chief.  The P&D will be formed with no less then 3 members and no more then five members.  The P&D will consist minimally with the President (or Designee), Umpire in Chief (or delegated Umpire) and one member of the PGSA Membership (non BOD member) other members to this committee filling the reaming two seats can be from the BOD and or Law Enforcement.

 

Health and Safety (H&S)

The H&S is responsible for all issues related to the well being of the players, coaches, Umpires and spectators including Field and Structure related issues.  The H&S is responsible for the Availability of complete and current first aid kits, ice packs, the scheduling and coordination of coach and umpire first aid and CPR training, the reviewing and verifying of player birth certificates reviewing team rosters for placement to proper divisions, and assisting with parent/player safety clinic.

 

Logistics and Support

The Logistic and support committee is responsible for all issues related to operations and logistical needs.  This committee is responsible for assisting with registration, opening Day, The Banquet, McCann Award and other awards and recognitions.

 

Nominating Committee

The Nominating committee is responsible for providing to the BOD a single slate of nominees to be voted on and approved by the Membership of PGSA.  The nominating Committee falls under the responsibility of the President.
